CSD officer penalised for bringing unauthorised articles into prison 13/05/2010

An acting Principal Officer of the Correctional Services Department (CSD), charged by the ICAC, was today (Thursday) ordered to perform 80 hours of community services for bringing a USB memory stick containing confidential documents of the department and pornographic images into a prison.

The defendant, 46, had earlier pleaded guilty at the Eastern Magistracy to one count of bringing unauthorised articles into prison, contrary to Section 18(1) of the Prisons Ordinance. He was then remanded in jail custody pending sentence,

The case arose from a corruption report. Subsequent enquiries revealed the above offence.

The court heard that the offence was committed on December 8 last year when the defendant was posted to a prison.

While he was on duty on the aforesaid day, the defendant was found on his body one USB memory stick that contained CSD confidential documents and 431 pornographic images. A lipstick was also found in his possession.

The defendant admitted that he had not sought permission from the officer-in- charge of the concerned prison for bringing the items into the prison.

CSD has rendered full assistance to the ICAC in its investigation.

The prosecution was today represented by Senior Public Prosecutor Richard Ma, assisted by ICAC officer Betty Wong.
